	<title>EUCIS Meeting &amp; WG3 on EILL </title>

The Group discussed the following topics:<br />
1. The European Commission does not financially support the creation of institutes and organizations.<br />
2. EUCIS must dialogue with Cedefop and IPTS to present its intentions with Eill and search for points of collaboration and joint action.<br />
3. The Executive Director prepares a manual (ppt) to support marketing activities and sponsorship.<br />
4. The management executive search for opportunities to apply for European funding (KA4 - dissemintaion of results). One of the members should take the lead as a promoter.<br />
5. The Executive Director presents to members the possibility of a financial contribution for this purpose

	<title>ETDF for the European Institute of Lifelong Learning</title>

The EILL (<a href="http://www.eucis-lll.eu/pages/index.php/actions/research" target="_blank">http://www.eucis-lll.eu/pages/index.php/actions/research</a>) is being developed and supported by EUCIS-LLL and its members. EUCIS Work Group 3 <em>Sustainability of Lifelong Learning </em>- where ETDF is represented by&nbsp;APG (<a href="http://www.apg.pt/" target="_blank">www.apg.pt</a>) - has given a strong contribution to the project.&nbsp; .
</p>
<p>
Its objectives to emphasize the perspective of civil society, knowledge transfer and create a link between research practice and policy of Education&amp;Training. EILL will have a coordinator, a permanent team of editors, 27 national correspondents, an advisory council and national experts and practitioners and it will be supported by an essentially digital structure. In Brussel&nbsp; members will decide on the funding model.

	<title>Survey on the use of  games for vocational training</title>

The survey is part of the research activities of the Project GREAT (<a href="http://projectgreat.org/" target="_blank">http://projectgreat.org/</a>).
With this survey&nbsp;the partnership is looking to gather information from 
industry and learning organisations about the existence and the use of 
games for learning and training within the partnership countries: 
Portugal, Austria, Italy, Romania, Turkey as well as in all European 
countries. 
</p>
<p>
The survey link will be&nbsp;active till 20th of January.&nbsp;Results will be 
available from the project web page. The survey&nbsp;questionnnaire is 
confidential and your data will only be used within the stated 
objective. It will take approximately 10 minutes of your time to 
complete the survey.

GREAT Game-based Research in Education and Action Training is an EU 
Leonardo da Vinci funded project (contract number 
2011-1-PT1-LEO05-08600) that provides a methodology and a way to use 
Gamebased Learning (GBL) in teaching-learning processes by transferring 
innovative methodologies. It started in October 2011 and will last two 
years.

With the <strong>Resolution on the future of the Youth in Action programme</strong> the European Youth Forum underlines the importance of maintaining Youth in Action as an independent programme focused on non-formal education of young people, youth work and support to the wide range of youth organisations that represent the diversity of youth in Europe. It should give sustainable support to youth organisations in Europe and should encourage the participation of all young people in democratic life. It should recognise that youth organisations are an indispensable channel for supporting active citizenship in Europe and for developing young people's skills and competences. With the&nbsp;<a href="/userfiles/files/ETDFWEBSITE/documents/information/2011 02 YHJ _Resolution_Crisis_FINAL.pdf" target="_blank"><strong>Resolution on investing in youth: five clear demands in 
the crisis</strong></a>, the European Youth Forum stresses the need to invest in 
youth in order to ensure Europe's future. The resolution raises five key points; 
that alternatives to austerity measures, putting the human being at the centre, 
need to be found, that increased public support for youth policy is needed, that 
focus should be moved from cutting to investing in a common future, that the EU 
budget should be revised, reflecting the priority of an EU that aims at 
relaunching its future on the basis of innovation, cohesion and youth and that a 
diversification of the incomes of the Union budget is 
necessary.

ability to enter into the world of entrepreneurship and reaffirms the need for 
stable, enabling, and supportive environments through which youth can enter the 
field of entrepreneurship, and adds its voice to those affirming the innovative 
and impactive nature of the entrepreneurship, and believes that this will only 
be made stronger through a higher representation of young people within the 
entrepreneurial field.</span></span></span></span>

The&nbsp;<a href="/userfiles/files/ETDFWEBSITE/documents/information/2011 04_Resolution_volunteering_FINAL.pdf" target="_blank"><strong>Resolution on the rights-based approach to 
volunteering</strong></a>&nbsp;takes a further 
step in the process of developing a rights-based approach to volunteering. The 
Youth Forum, as a member of the EYV2011 Alliance, declares its support for the 
Policy Agenda on Volunteering in Europe (PAVE) and as the first European 
organisation commit to its implementation in the next years to ensure a lasting 
legacy of the European Year of Volunteering 2011. The resolution calls upon all 
relevant stakeholders in the area of volunteering in Europe to endorse and 
implement the PAVE and the rights-based approach by working on the development 
of the charter of the rights and responsibilities of the volunteer&nbsp;

	<title>ERASMUS for all</title>

<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">Aimed at enabling all adults to develop and enhance their skills and competences 
throughout their lives, this new Council resolution builds on the achievements 
of the Action Plan on Adult Learning (2008-2010) and complements existing policy 
initiatives in the areas of school education, higher education (Bologna process) 
and vocational education and training (Copenhagen process). While being 
addressed primarily to national governments and authorities with a view to 
encouraging them to take the necessary steps to improve the adult learning 
sector in their respective countries, the</span></span><span lang="en-gb"></span><span lang="en-gb"><em> <span class="fontsize2" style="font-family: Arial">European 
Agenda for Adult Learning</span></em></span><span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial"> will provide the basis for the Commission's 
policy activities at European level in the coming years, and will also steer the 
priorities to be adopted in the adult learning sector within the EU education 
and training programme &ndash; at present the Grundtvig programme for adult learning 
within the Lifelong Learning Programme, and in the medium term the &quot;Erasmus for

European Commission presented its proposal for the</span></span><span lang="en-gb"></span><span lang="en-gb"><strong><em> <span class="fontsize2" style="font-family: Arial">future European programme in the field of Education and 
Training</span></em></strong></span><span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial">. </span></span>
</p>
<p dir="ltr">
<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">This new programme, called 
&quot;</span></span><span lang="en-gb"></span><span lang="en-gb"><strong><em><span class="fontsize2" style="font-family: Arial">Erasmus for 
All</span></em></strong></span><span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial">&quot;, will run from 2014 to 2020, replacing the present Lifelong 
Learning Programme 2007-2013 and its present sectoral programmes (including 
Grundtvig for adult learning) as well as other current programmes such as Youth 
in Action. The proposal has now been submitted to the Council of the European 
Union and the European Parliament, who will discuss the proposal - as regards 
both its content and its budget - and will take the final decision in due 
course. As in the case of the other sectors, the Commission's proposal has 
significant implications for adult learning. These include notably the 
following:</span></span>
</p>
<p dir="ltr">
<span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial">-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the future programme would continue to provide support for 
all key sectors of education and training; these include specifically 
non-vocational adult learning (defined as in the present LLP to cover formal, 
non-formal and informal adult learning) as well as continuing vocational 
training;</span></span>
</p>
<p dir="ltr">
<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></span><span lang="en-gb"></span><span lang="en-gb"> <span class="fontsize2" style="font-family: Arial">a</span></span><span lang="en-gb"></span><span lang="en-gb"> <span class="fontsize2" style="font-family: Arial">significant increase 
in the budget is proposed by the Commission for the programme as a whole, and 
also specifically for non-vocational adult learning;</span></span>
</p>
<p dir="ltr">
<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the programme would 
no longer be structured according to the main education and training sectors, 
such as adult learning, but rather according to the types of activity to be 
supported: mobility (in the case of adult learning:</span></span><span lang="en-gb"></span><span lang="en-gb"> <span class="fontsize2" style="font-family: Arial">mobility of adult 
education staff</span></span><span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial">),</span></span><span lang="en-gb"></span><span lang="en-gb"> 
<span class="fontsize2" style="font-family: Arial">cooperation between organisations</span></span><span lang="en-gb"></span><span lang="en-gb"><span class="fontsize2" style="font-family: Arial"> to generate 
innovation and improve the quality of provision, and support 
for</span></span><span lang="en-gb"></span><span lang="en-gb"> <span class="fontsize2" style="font-family: Arial">policy development and reform;</span></span>
</p>
<p dir="ltr">
<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; this means that the 
sectoral programmes would not continue in their present form;</span></span>
</p>
<p dir="ltr">
<span lang="en-gb"><span class="fontsize2" style="font-family: Arial">-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; nonetheless, for 
communication purposes, users of the programme would be at liberty to make use 
of sector-related terms, including &quot;Erasmus-Training&quot; when referring to 
activities supported under the programme in the areas of vocational education 
and training and non-vocational adult learning, i.e. the sectors currently 
addressed by the Leonardo da Vinci and Grundtvig programmes.</span></span>
